He learns resiliency from her over time, and we as the audience also see her strength gradually through him She's a good fighter by normies standards, but yeah, this is a gendered thing to make the girl strong emotionally while the guy is strongest of all physically. The way kenshin breaks the social norms by hugging kaoru for the first time felt like a slilent plea of holding onto the last drawstrings to his life in tokyo I don't think kenshin loved kaoru whole heartedly at that point.

I think you pretty much nailed it in your second paragraph, so yeah fully agree Kyoto is the arc that sees the most fundamental character growth that kaoru goes through, from the naive depressive reaction to her stalwart defense of aoiya Kaoru does eventually make it clear to chisato that she chose that path because she wanted to become less cowardly after seeing how strong it made the other girl was and chisato accepts it, although her wording is quite willy nilly.
