So what you do is you make a small observer clock that is constantly updating the dark block This way the villager plants crops there and they immediately break off once the block is updated by the clock The farmer will just stand there feeding it carrots until they are empty and then go to farm. Its a farmer villager, but he wont throw food to the other villager.ive added another farm at the opposite site of the food getting villager, the carrot villager there throws carrots and its working, but the wheat guy not.

If the farmer villager cant use his workstation he wont harvest, plant or throw crops
These farms also take a few hours to stabilize in my experience before the food throwing become consistent.
