Ups doesn't enter the tracking number in their system until a location has actually received it
Amazon may indicate it's shipped, but if it never got to the shipper, they have an internal investigation to see where or who it went to. If it hasn’t been handed off to ups yet, how could they accurately estimate 90% of these come down to the shipper printing the label/tracking and not physically shipping the box yet That allows them to mark it as shipped to hit their metrics, without doing the work of shipping yet
