I think you must be talking about brownlee or one of the snake river impoundments as the owyhee is 100% in oregon on both side But you are correct that it can still be hot and the snakes can be out even in october I'd wait till it cools off a little before heading down there for a chukar hunt The owyhee reservoir elevation though is about 2600 feet and the tops of most of the mountains.
Be sure to check the regs, but i think the south fork cuts have to be released, and bow/browns you are encouraged to keep
