Even if there aren't any witnesses, you still get a bounty if you can't one shot I propose ramping up the stealth attack multiplier to practically guarantee on. I would try a combination of asis , dfb extra encounters, skyrim immersive creatures and maybe obis super bandit hell edition (it replaces animal spawns with bandit spawns) In asis you can set the change of increased spawns to very high, just make sure that the change that a spawn is increased with say 4 is higher than 1
